George E. Goggin appeals the decision of the district court denying him lost wages under the Vietnam Era Veterans’ Readjustment Assistance Act, 38 U.S.C. §§ 2021-2026 (1976) (the Act). Goggin brought suit against his employer, Lincoln St. Louis (Lincoln), claiming that, upon his return from military service and reemployment with Lincoln, he was entitled to the seniority status he would have earned had he been continuously employed during his military service.
