This is an action for a declaratory judgment determining whether the fee in certain land is in the defendant for street purposes and whether it has the duty to open the land for travel or use. The plaintiffs have appealed from a judgment for the defendant. Their claim, in substance, is that they have dedicated their land for street purposes in compliance -with the requirements of the defendant’s charter and that the dedication was accepted by the defendant city, which now refuses to develop the streets.
