Denying the Plaintiff’s Motion for a Preliminary Injunction
I. INTRODUCTION
This case comes before the court on the plaintiffs motion for a preliminary injunction. The plaintiff alleges that the defendants, the District of Columbia and the District of Columbia Public Schools (“DCPS”), violated the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1400 et seq.
