ELLIS, District Judge.

This qui tam action 1 presents novel questions concerning the nature and scope of the “direct and independent knowledge” a person must have to qualify as a relator 2 under the False Claims Act (“FCA”), 31 U.S.C. § 3729 et seq. More specifically, the questions presented are as follows:(i) Is the question whether a person has the requisite “direct and independent knowledge” of false claims to serve as an FCA relator determined by reference solely to the person’s § 3730(b)(2) written disclosure statement to the government?
