On October 27, 1989, plaintiff-appellant, Sherrie Jackson, administrator of the estate of Tiffany Hubbard, filed a wrongful death action in the Butler County Court of Common Pleas. The following parties, all appellees herein, were named as defendants: the Butler County Board of County Commissioners (“commissioners”); the Butler County Department of Human Services (“BCDHS”); BCDHS Director Diane Logsdon; James Degener, a BCDHS caseworker; and Cathy Shackelford, Degener’s supervisor.
