The petitioner, as Governor of the State, brings this petition for a writ of mandamus, directing the petitionee, *192as Secretary of State, to cause certain acts of the General' Assembly of 1921 to be engrossed and published as required by law. Among the facts established by the petition and answer are the following: The bienniel session of the General Assembly of 1921 took, final adjournment March 31, 1921.
