MEMORANDUM OPINION AND ORDER
BENNETT, United States Magistrate Judge.
This personal injury lawsuit for damages arises under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. § 2671-80. On March 9, 1989, in Ames, Iowa, during his freshman year at Iowa State University, Plaintiff Vincent William Michels was riding his motorcycle when he was involved in an accident with a motor vehicle driven by Dr. Iqbal Ahmed.
