OPINION

KING, Circuit Judge:

The infant Sterling Drew (“Sterling”) and his parents appeal the dismissal of their action under the Federal Tort Claims Act (“FTCA”) for injuries allegedly caused by birth control medication administered by medical personnel of the United States Air Force. The district court, decided that it lacked jurisdiction over the subject matter because the claim had not been properly exhausted, as required by the FTCA. More…
