Defendant appeals the lower court’s dismissal of his motion to quash a citizens’ grand jury indictment against him which charged him with bribery and conspiracy to bribe.

The issues raised on this appeal are purely legal in nature. A detailed factual statement of the proceedings below are not necessary to the disposition of this appeal.

At the outset we wish to commend the parties for realizing the importance of the issues pre sented as reflected by the excellence of the briefs filed in this cause.
