Plaintiff Carlos A. Ortega, Jr. brings this lawsuit against defendants Stephen Brock, Big Time “Wings” Sports Grill, Inc., and Charles W. Goggins. Seeking to invoke federal-question jurisdiction under 28 U.S.C. § 1331 and supplemental jurisdiction under 28 U.S.C. § 1367(a), Ortega asserts Fourth Amendment claims (as enforced through 42 U.S.C. § 1983) against Brock, a Chilton County sheriffs deputy, and supplemental state-law claims for assault and battery against all three defendants.
