I. INTRODUCTION

The Court has before it numerous related cases concerning billboards and their modern equivalents, “Supergraphic Signs.” These “Billboard Cases” all concern challenges to the City of Los Angeles’s laws regulating the use and construction of Supergraphic Signs, enormously large advertisements, usually on a type of vinyl, that are stretched or pasted across the side of a building.
