Plaintiff Vivek Shah is, a federal inmate incarcerated at the Lexington Federal Medical Center (FMC), Lexington, Kentucky. While incarcerated at the Federal Correctional Institution (FCI), Forrest City, Arkansas, he filed this action pursuant to Bivens v.
