Defendant, The Environmental Protection Agency (EPA), filed a complaint with defendant Pollution Control Board (Board) alleging that plaintiffs, W. F. Hall Printing Company and its subsidiary, Rotoprint Company, were emitting solvents, hydrocarbons, particulate matter, odors, and other contaminants from their plants so as to cause air pollution, in violation of section 9(a) of the Illinois Environmental Protection Act (Act).
