In this appeal, four of the defendants — Mount Vernon Mayor Jerry C. Lundy, Mount Vernon Chief of Police Steve A. Reed, Acting Mount Vernon Chief of Police Joe Cassidy, and Mount Vernon Public Safety Director Jerry K.
