OPINION
BRUGGINK, Judge.
This is a federal employee pay case brought under the Fair Labor Standards Act (“FLSA”), 29 U.S.C. § 201-219 (2000) and the Federal Employee Pay Act (“FEPA”), 5 U.S.C. §§ 5541-5550a (2000). Plaintiffs initially sought compensation only for unpaid overtime worked during the 2000 Decennial Census. Pending now is plaintiffs’ motion for leave to file their second amended complaint, which seeks to add a new cause of action for the payment of regular hours of work, or straight time, for which plaintiffs were not paid.
