BRYSON, Circuit Judge.
The issue in these seven consolidated cases is whether the Contract Disputes Act of 1978, 41 U.S.C. §§ 601-13, applies to a special kind of government transaction — the provision of transportation services to the government by a common carrier. We hold that when a common carrier provides transportation services to a government agency under the Transportation Act of 1940, and a government bill of lading serves as the contract between the parties, claims arising in connection with that contract are not subject to the Contract Disputes Act.
