Defendants United States Department of Justice Drug Enforcement Administration (DEA), United States Immigration and Naturalization Service (INS), and Michael T. Hawes (collectively Federal defendants) filed a motion pursuant to Fed.R.Civ.P. 12(b) for dismissal of the complaint against them.
