HARKINS, Judge.

Plaintiffs, 13 residents or owners of businesses in the Town of North Bonneville, Washington, (Town) filed a complaint in the United States Court of Claims on April 30, 1981, to obtain damages for breach of contract and violation of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Policies Act) (Pub.L. No. 91-646, 84 Stat. 1894, 42 U.S.C. §§ 4601 et seq. (1982)) in connection with relocation of the Town as part of the project to construct a second powerhouse at Bonneville Dam.
