Virginia Stemmons applied to be an Educational Supervisor I at the school at the Boonville, Missouri, Correctional Center. Before applying for this position, Ms. Stem-mons had worked as a teacher for the Missouri Department of Corrections (“the department”) for more than twenty years and had taught at the Boonville prison school for over ten.
