The Secretary of the Treasury, in his letter transmitting this case, requests the court to give the Department its opinion on the following points, suggested by the First Comptroller of the Treasury:(1) Whether assignments or transfers of claims of witnesses are valid .under the law.(2) Whether purchasers, assignees, or transferees of such claims have such rights as make it obligatory on the accounting-officers to state and certify accounts in favor of such purchasers, assignees, or transferees.(3) Under the law is a marshal authorized to…
