Appeal from a decision of the Unemployment Insurance Appeal Board, filed January 22, 2010, which ruled that claimant was entitled to receive unemployment insurance benefits.

Claimant, a finance manager for an automobile dealership, worked for the employer from February 2008 to November 2008, at which time he resigned because his commission rate was reduced from 20% to 7.5%.
