Shepherd Legan Aldrian Ltd. (Shepherd), an architectural firm, appeals from a summary judgment dismissing its action against the Village of Shorewood to recover architectural fees for plans and specifications prepared for Park Lane Associates (Park Lane), the former owner of a 2.8-acre tract of unimproved land in Shorewood, upon which Park Lane had proposed to construct a 142-unit congregate housing facility for senior citizens.
