In this workers’ compensation appeal, Ann Schenck (Claimant) asks whether the Workers’ Compensation Appeal Board (Board) erred in affirming the decision of a Worker’s Compensation Judge (WCJ) that denied her penalty petition. The primary issue is whether an employer may refuse payment of medical bills based on a prior utilization review (UR) determination that similar treatment rendered by a different provider was unreasonable and unnecessary.
