This is an appeal from the judgment of the trial court granting the plaintiffs’ application for a declaratory judgment and injunctive relief. The plain*587tiffs are the New Haven Firebird Society, an organization of African-American and Hispanic fire department personnel, and seven of its individual members who are New Haven fire fighters.
