Martin Becker brought this suit under the False Claims Act (“FCA”), 31 U.S.C. § 3729 et seq. Becker alleges that Westinghouse Savannah River Company (“Westinghouse”) spent government funds for an unauthorized purpose and created false records to conceal the disbursement.
