The First Baptist Church of Bay Minette ("the Church") and Margaret Ann Boone Redden and Kyle Redden, by two complaints, sued the State of Alabama, naming as defendants the Alabama Department of Conservation; James E. Martin, commissioner of the Department of Conservation; and Governor Fob James (referred to as "the State").
