This is an appeal from a final order entered by appellee, the Department of Banking and Finance (Department), on January 14, 1994, ordering Credicorp, Inc. (Credi-corp) to cease and desist certain activities under chapters 520 and 687, Florida Statutes, and imposing administrative fines total-ling $4,078,000 against appellants Credicorp, John Rheinfrank,1 who served as its president until his departure from the company in the fall of 1992, and Steven Brown, who served as its vice-president, treasurer and secretary prior to becoming the company’s president after Rheinfrank’s…
