EASTERBROOK, Circuit Judge.

Psychiatrists Rafael Sanjuan and Marcello A. Maviglia passed written examinations and became eligible for certification by the American Board of Psychiatry and Neurology. Each took an oral examination administered by a panel of specialists under the Board’s regulations; each faded. The Board will review a panel’s conclusions if the applicant pays an appeal fee. Dissatisfied with the Board’s procedures for internal appeals, San-juan and Maviglia filed this suit, which the district court dismissed under Fed.R.Civ.P. 12(b)(6). 1994 U.S. Dist.
