OPINION
NIX, Chief Justice.
The City of Pittsburgh, Historic Review Commission (“Commission”) appeals from the Order of the Commonwealth Court which affirmed the Allegheny Court of Common Pleas’ reversal of the Commission’s refusal to grant a certificate of appropriateness for the demolition of a designated historic structure. We granted allocatur in order to review the standard used by the lower courts in determining that Appellees, Alvin and Shirley Weinberg, met their burden of proving that they would suffer economic hardship as a result of the Commission’s action.
