J. SKELLY WRIGHT, Circuit Judge:

When substantial federal questions are presented in the District Court, that court may in its discretion exercise pendent jurisdiction over state claims arising out of the same nucleus of operative fact. Considerations of economy, convenience, and fairness may favor the exercise of jurisdiction; on the other hand, principles of comity and the desirability of “a surer-footed reading of applicable law” 1 support the determination of state claims in state court.
