This ease is before the court after remand from the Court of Appeals for the Second Circuit. Petitioner Petrol Shipping Corporation, owner of the tanker “Atlantis,” seeks an order compelling respondent, the Kingdom of Greece, Ministry of Commerce, Purchase Directorate, *438to proceed to arbitration. Petitioner and respondent were parties to a charter party, dated February 12, 1960, by which the tanker “Atlantis” was chartered for the carriage of a cargo of grain from American ports to Piraeus, Greece.
