Petitioner-Appellant Robert Knickerbocker (“Knickerbocker”) appeals from the district court’s order denying his petition for a writ of habeas corpus. The district court denied Knickerbocker’s two habeas claims based on newly discovered evidence and dismissed the remaining four claims as untimely filed. The district court granted a certificate of appealability only as to the latter four claims.
