The complainant’s bill for an injunction against forty-one sheriffs and chiefs of police, as state officials of various counties and cities, including Dallas, Fort Worth, Ama*882rillo, Wichita Falls, Corsicana, Greenville, Meltinney, Sherman, Cleburne, Eastland, Vernon, Waxahachie, and others, recites:
