This is one of six appeals consolidated for this Court’s review Of the Commonwealth Court’s order assessing costs and attorneys’ fees against appellant for the filing of a frivolous appeal. 1 Having previously determined that the Commonwealth Court has the power to issue such an order, Smith v.
