OPINION

DAMICH, Judge.

This matter is before the Court on cross-motions for summary judgment. The parties also filed two sets of supplemental briefs. This case arises under the Contract Disputes Act of 1978, 41 U.S.C. § 609 (1994) (“CDA”) and the Tucker Act, 28 U.S.C. § 1491 (1994).
