Martin F. Wiesner, the pro se plaintiff in this civil lawsuit, seeks “the disclosure and release of agency records” allegedly withheld by the Federal Bureau of Investigation (the “FBI”) and the Central Intelligence Agency (the “CIA” or “Agency”) pursuant to the Freedom of Information Act, 5 U.S.C. § 552 (2006) (the “FOIA”).
