Petitioners, Beverly Enterprises, a corporation, and Beverly Enterprises-Oregon (Beverly-Oregon), a wholly owned subsidiary of Beverly Enterprises, doing business as 23 long-term nursing care facilities, seek review of a Department of Human Resources, Senior Services Division (SSD) final order in a contested case concerning Medicaid reimbursements.1 Because all of the issues on review relate to SSD’s treatment of Beverly-Oregon and its conclusion that Beverly-Oregon is not entitled to the Medicaid reimbursement that it claimed, for convenience, we refer to petitioners as Beverly-Oregon.
