The record shows that Petitioner, the Office of Disciplinary Counsel, has made numerous attempts to serve Respondent Johnson with the charges against him by sending a copy by certified mail to his last known address and by publishing notice in the Honolulu Star Bulletin and Maui News for four successive weeks.
