Plaintiff owns the property located at 470 Scott Avenue, Brooklyn, New York and claims that defendants, the Honorable Matthew J. Driscoll, as Commissioner and on behalf of the New York State Department of Transportation, and the State of New York (hereinafter the State defendants), through their contractor defendant Skanska USA Inc., have, without the plaintiffs permission, entered on its property in connection with the construction of the new Kosciuszko Bridge.
