We deal here in a single opinion with three separate but related appeals involving the revocation of Dr. Irving Stillman’s license to practice medicine by the Commission on Medical Discipline (the Commission), a governmental agency established pursuant to Maryland Code (1957, 1980 Repl. Vol.) Art. 43, § 130, as a part of the State Department of Health and Mental Hygiene.
