This post-award bid protest concerns a contract to perform mail management, warehousing, and related support services for the Department of Justice (“the Department” or “DOJ”). The contract was awarded to Stanley Associates, Inc. (“Stanley”) on April 1, 2010. The protestor, Pitney Bowes Government Solutions, Inc. (“Pitney Bowes”), had been the incumbent contractor and also sought the award of the new contract.
