In this posLaward bid protest, plaintiff Vanguard Recovery Assistance (“Vanguard”) alleges that the Federal Emergency Management Agency (“FEMA”) improperly evaluated proposals in a multi-award procurement of architect-engineering services to support public assistance in responding to natural disasters.
