OPINION

ZAPPALA, Justice.

Following a whirlwind of activity generated out of a warrant of execution,1 we entered a stay and granted a Petition for Review in order to examine, with due reflection and deliberation apart from an ‘emergency’ setting, certain threshold issues2 that are likely to recur in the carrying out of capital sentences.
