This appeal requires us to consider the circumstances under which a court must consider ordering the joinder of unnamed parties under Rule 19 of the Hawaii Rules of Civil Procedure (HRCP).

A dispute arose when the Planning Director of the County of Hawaii (Planning Director) approved the application of Michael Pruglo to consolidate and resubdivide the pre-existing lots on his 49-acre parcel of land in Ninole, Hawaii (Subject Property).
