This matter comes before the Court on Plaintiffs Motion for Summary Judgment (doc. 113), the Federal Defendants’ Cross-Motion for Summary Judgment (doc. 118) and the Joint Motion for Summary Judgment of the American Petroleum Institute, Independent Petroleum Association of America, U.S. Oil and Gas Association, International Association of Drilling Contractors and Chevron USA, Inc.
