I.INTRODUCTION

Plaintiff John Coyne (“Coyne”) alleges that defendants — the United States of America (“the government”), Special Agent (“SA”) Margaret Cronin of the Federal Bureau of Investigation (“FBI”), an unknown assistant U.S. Attorney, and unknown FBI agents — cultivated him as a confidential prison informant and then exposed his identity and failed to protect him from violent retaliation.
