I. INTRODUCTION
Plaintiff Charles D. Foley, Jr., Chief of the Town of Randolph Fire Department (“Plaintiff,” “Foley”), alleges that Defendants, the Town of Randolph, and its five selectmen (Richard W. Wells, Paul J. Connors, William Alexopoulos, Maureen C. Kenny, and James F.
