On February 17, 1956, Ruth Elizabeth Harmon, petitioner herein, commenced a proceeding in the Juvenile and Domestic Relations Court, in Fairfax County, Virginia, under the provisions of the Reciprocal Enforcement of Support of Dependents Act of Virginia. She alleged in her verified petition that she is the wife of Francis L. Harmon: they were married on June 10, 1942, in Washington.
