Plaintiffs Larry K. Nick (“Nick”) and various partnerships and corporations for which Nick serves as general partner or president (collectively, the “Plaintiffs”) have applied for a preliminary injunction directing defendant Robert Abrams, the Attorney General of the State of New York (“Abrams”), and defendants John Wappett (“Wappett”), Ernest J.
