The three claimants herein were injured while employed by the New York Central Railroad Company, a self-insurer, in its West Albany shops, which furnish the only service and repair facilities for its steam locomotives operating in interstate and intrastate commerce over its lines east of Buffalo. It appears that a great majority of the locomotives repaired at West Albany come out of and eventually return to interstate service.
